
【柔佛·森林城市,2025年4月29日讯】 北海亚洲国际仲裁中心(BAIAC)与碧桂园太平洋景私人有限公司(CGPV)正式签署合作备忘录,宣布将在森林城市特别金融区(FCSFZ)设立 “森林城市金融特区–BAIAC国际替代争议解决平台”(FCSFZ–BAIAC International ADR Platform)。该平台旨在打造东南亚区域领先的调解与仲裁服务基地,强化区域争议解决体系。
此举标志着森林城市法治基础建设取得重要突破,并为柔新区域日益频繁的跨境商业交易提供了高效、中立的新型解决机制。
聚焦亚洲,辐射全球|打造区域仲裁新枢纽
平台由BAIAC提供专业仲裁与调解支持,CGPV则负责基础建设与推广运作。双方未来将定期举行国际论坛、研讨会与培训,推动ADR(替代性争议解决机制)在区域内广泛应用。

BAIAC主席Professor Steve Ngo 表示:“调解和仲裁不仅是争议处理方式,更是提升投资保障与商业信心的关键制度。森林城市拥有特殊政策优势,具备成为区域法律服务枢纽的潜力。”

Forest City and BAIAC Sign MOU to Launch International Arbitration & Mediation Platform

Johor, Forest City – April 29, 2025
The Beihai Asia International Arbitration Centre (BAIAC) and Country Garden Pacificview (CGPV) have signed a Memorandum of Understanding to jointly establish the FCSFZ–BAIAC International ADR Platform within the Forest City Special Financial Zone (FCSFZ).
This initiative marks a significant milestone in strengthening Forest City’s legal infrastructure and offers a locally based, neutral dispute resolution mechanism for cross-border business transactions in the Johor-Singapore region.

Positioning Asia, Serving the World: A New Hub for Regional Arbitration
With BAIAC offering technical expertise and CGPV providing operational and logistical support, the platform will host international forums, workshops, and trainings to promote ADR (Alternative Dispute Resolution) in the region.
Professor Steve Ngo, Chairman of BAIAC, said:
“Mediation and arbitration are not just dispute resolution tools — they are foundational to building commercial trust and safeguarding investments. Forest City is well-positioned to become a legal service hub for Southeast Asia.”
He also emphasized that the strong G2G collaboration between Malaysia and Singapore will help accelerate the B2B legal framework needed for regional business stability.
