针对性柴油津贴计划 在首相兼财政部长拿督斯里安华上布全面重组柴油补贴机制后，财政部今天发表官方文告，宣布政府将推出昌明津贴补助计划（Program Bantuan Subsidi MADANI，或BUDI MADANI），旨在为符合特定条件的柴油车车主提供每月柴油津贴。 根据财政部的声明，该计划将涵盖两类受益群体：私人柴油车车主以及使用柴油交通工具的小农民和社区小园主。符合条件的民众可从5月28日开始提出申请，一旦申请获得批准，即可获得每月200令吉的柴油津贴补助。 申请条件 根据财政部公布的条件和资格，私人注册柴油车车主必须是马来西亚公民，其柴油交通工具必须已在陆路交通局（JPJ）注册，且不得是车龄在10年以下的豪华车。此外，申请者及其伴侣的年收入不得超过10万令吉，并且必须拥有有效的路税（Road Tax）。 财政部指出，他们将会与内陆税收局（LHDNM）核对申请者提供的资料，以剔除T20高收入群体以及车龄不到10年且被归类为豪华车的柴油交通工具。 柴油浮动价格的影响 第二财政部长拿督斯里阿米尔韩沙表示，2019年我国柴油津贴支出为14亿令吉，但去年却因多种因素增长至143亿令吉。“其中一个因素是柴油的使用量从2019年的61亿升增加到去年的108亿升，增幅约为70%。然而，考虑到经济发展和柴油交通工具数量的增加，我们认为柴油消耗量的突然增加并非正常。我们意识到柴油消耗增加的原因之一是因为发生了许多津贴泄漏事件。” 与此同时，阿米尔韩沙指出，每公升2.15令吉的柴油零售价与市价每公升约3.50令吉之间的差价，为一些人提供了谋取更大利润的机会。“与泰国（每公升4.12令吉）、印尼（4.73令吉）和新加坡（8.87令吉）等邻国相比，我国的燃油市场价格存在较大差异，这为不法分子提供了将我国柴油运往他国的机会。” 需要注意的是，如果申请者名下拥有多辆柴油车，无需担心，因为该网站允许输入多辆不同车牌号码的柴油车信息，前提是这些车辆必须以申请者名义注册。   补贴申请链接：https://budimadani.gov.my/

The Ministry of Transport announces that starting May 2, 2024, the student flight subsidy program "FLYsiswa" will be reinstated to help students travel seamlessly to and from their places of study, supporting their academic and career development. This initiative aims to make education more accessible to all Malaysian students, unrestricted by geographical location. The FLYsiswa program will provide an RM300 digital voucher that students can use for domestic flights between Peninsular Malaysia, East Malaysia, and Labuan. 创立于1993年的亚太科技大学（Asia Pacific University of Technology & Innovation, 简称APU），前身为亚太信息技术职业学院（Asia Pacific Institute of Information Technology，APIIT)，于2004年获得大学地位并正式更名为APU。 走过30年，APU已发展成马来西亚顶尖的私立大学之一，并成功培育了超过80,000名毕业生和校友。APU也是马来西亚唯一一所获得QS “5 Stars Plus”评级以及进入2024年QS世界大学排名双重荣誉的大学，APU在此荣誉榜中名列全球前2.2%。 APU在2024年QS世界大学排名所取得的成就还包括了：世界排名第621-630位、亚洲排名第179位、马来西亚国际学生排名第一、全球国际学生排名第16等等。 推荐阅读： 独家专访 | 亚太科技大学（APU）的可持续发展之旅（一）：起始与关键战略                 独家专访 | 亚太科技大学（APU）的可持续发展之旅（二）：实践与未来展望 有说辉煌成就的背后，优质的愿景和使命功不可没，然而，企业文化的力量也不容小觑，企业文化可说是一家企业的灵魂，影响着它的方向、行为和绩效。 就企业文化这课题，SOMO团队独家专访了APU的首席创新企业官（Chief Innovation & Enterprise Officer）Prof. Ir Euring Ts Dr. Vinesh Thiruchelvam（简称Vinesh），带领读者们更了解到底是什么样的企业文化，塑造了APU今日的成就。 SOMO：您会如何描述APU的整体企业文化？ Vinesh：我会将它分成几个关键重点来解说： 明确的愿景和使命 首先，APU拥有明确的愿景和使命，即： 愿景 成为技术和创新领域的大学，培养学生成为拥有高度就业能力、胜任力强且具备未来发展潜力的专业人才。 使命 我们以专业、道德和以学生为中心的方式，设计和提供一系列丰富和独特的学习体验，提供高质量、负担得起、创新和具国际基准的教育和研究。 我认为，明确的愿景和使命很重要，因为它为我们创造了一个稳定的框架、着眼于中期与长期目标，并设定明确的方向，有助于实现长期的成功。 固定会议 APU有着很独特的组织结构，大学由我们的CEO掌舵，他可说是主要人物。至于学术方面，则由副校监（Vice Chancellor）负责。在CEO之下是一个由5名成员组成的高级领导层，并向CEO进行直属汇报。除了亲自领导这班高级领导，CEO也直接参与营销和财政管理。至于副校监那里则处理任何与学术相关的事务。 每个周二，我们都会召开高层领导会议，针对当前趋势、时事、担忧、挑战、解决方案等课题进行讨论。固定性会议帮助我们了解当前的情况，并及时解决问题，同时提高组织效率和团队透明度。 虽然我们有一位CEO在监督整个营运管理，然而我们并非金字塔型组织（Pyramid Hierarchy），反之我们是矩阵式组织（Matrix Organization），这使得整体管理和运营更具灵活性，更好地应对变化。 灵活性 APU是一家在非常企业文化环境中运作的大学，员工聘书阐明的上班时间是早上8点到下午6点，每周工作5天；但是，管理层会给予大家灵活性，你可以选择朝九晚五的工作时间。这里很多高层都会在周末或周日工作，以进行活动或类似的工作。灵活和具弹性的工作时间，给了我们更大的空间去处理与工作相关的事务。 透明化管理政策 如果我从大学的角度来讲，学院是一个人来人往的地方，教授来授课，学生来上课，然后大家各自回到自己的生活当中。有时候，大学看起来就像是一座沙漠小镇，人烟稀少。 大学办公室里，每个人都有自己的房间，有时玻璃还会黏上蒙砂贴纸，或挂上帘子，让你无法看见里边的情况，要见里边的负责人，还得提前预约。 在APU却不一样，我们采取了透明化的管理政策；如果你来到我们的学院或行政办公楼，它看起来就像一所高中的办公室，采取犹如日本概念的开放式办工空间，周围都没有墙壁。唯有资深领导层才拥有自己的房间，才有墙，但那也是透明的玻璃墙，你从外头经过，里边的状况一览无遗。 这一片片的玻璃，就是APU校园透明化的标志。 开放沟通 就像我刚才所提到，因为有了透明化管理政策，大学成了一个开放式的场所，每个人就会相互交谈。我认为，强大的企业文化应该是由上而下，从高层开始做起，树立好榜样。因此，我们的CEO建立了互相沟通的文化，简单来说，APU鼓励开放式的双向沟通。 在这种令人感觉舒服的氛围中，大家可以自由地交流、分享意见、提出倡议，而管理层也可善用这种双向沟通，更了解下属的问题，进而更有效地探讨组织的决策和发展计划。 这就是我们要建立的文化，一种好比家庭式的文化，大家就像是一家人一样，每个人都相互认识，随时都可以见到对方，分享想说的话。 SOMO：在您看来，维持积极的企业文化如何推动了APU的成功？ Vinesh：我觉得这一切都反映在我们的成长上。从最初作为一所普通的学院（APIIT），我们的历程于1993年在白沙罗（Damansara Heights）开启，并于1997年扩展至吉隆坡开设校区，再到2003年在马来西亚科技园（Technology Park Malaysia, TPM）建立迷你校区（APIIT TPM），一直到如今面积20万平方米的校区。 至于学生人数方面，我们如今已经发展到14,000名学生，教职员工也增加至近650人；这就是成长。 当然，如果你行驶在高速大道，我们的广告牌随处可见，这是APU的品牌，我们无处不在，这是成长的一部分。此外，媒体报道、业界奖项、竞赛奖项，都显示了业界对APU的认可。 我认为，学生是展示APU真正实力的最佳渠道，因为学生就是我们的“产品”。他们来到大学，我们培育他们，为他们提供最好的教育和旅程，然后确保他们找到好工作，这对我们来说就是成功。 反之，如果他们只是考取了学位，却没能被聘用，那意味着求学之旅失败了。我们在全球拥有约1,600个合作伙伴和雇主，为毕业生安排工作。我们的学生，尤其是技术人员，大多在毕业前就已经受到聘用。根据马来西亚高等教育部最新的年度毕业生追踪研究，APU毕业生的就业率为100%。这不仅仅是一个数字，更是我们在培育全球职业人才方面所取得的成功和重要象征。   总结 再次，SOMO要特别感谢Prof. Vinesh在百忙中抽出宝贵的时间接受我们的专访，希望他的分享可让其他学府或企业作为参考，在可持续发展和企业文化方面获得启发，共同创建一个更永续的未来。

Introducing 'Cybersecurity as a Service' (CaaS), a commercial response unit, FSeC aims to provide SMEs with a cost-effective yet high-quality consultancy service. This unit, established after discussions with Cybersecurity Malaysia and the Malaysian Research Accelerator for Technology & Innovation (MRANTI) regarding FSeC’s strength, has set a new standard in industry-oriented consultancy services.
